What is the best island to go to and what month when there is not so many people or so rainy?

I want to do a lot of outdoor activities, snorkeling, kayaking, hiking ect. but also a great place to relax for the parents, and fun for children.

Also should we rent a car to get around, or is everything walking distance? Should I island hop? How can I save money?
